[MDC-EC] Updating ARES Meeting Information

Hi Jim;

Hope you had a great Thanksgiving!

The Carroll County ARES net meets on Tuesdays at 8:30 PM, 145.410 /  
449.875 MHz. Our ARES meetings are in conjunction with the Carroll  
County ARC meetings on the second Monday of the month at 7:30 PM,  
talk-in 145.410 MHz. Club meetings are currently being held at the  
Non-Profit center in Westminster
