[MDC-EC] Welcome our new SEC

Hi all,

First, a big thank you to Steve Beckman, N3SB, for his work as our SEC.
Fortunately, we will continue with his counsel as he will remain EC/RO for
CARR.  But, due to time constraints he requested that the baton be passed
on.

To that end, Jim Montgomery, WB3KAS, EC for PRGE, has grabbed the baton and
will run the next portion of the race.  Ok, maybe we're too close to the
Olympics for more original language, but I think you get the drift.

I'm sure that Jim will receive your full support.  One thing that I request
is that all the ECs regularly do a short writeup on the FSD-96 form <
http://www.arrl.org/fsd-96-monthly-section-emergency-coordinator-report>and
send it to Jim now, rather than to Steve by the 5th of the month.  Jim will
now compile them and send them to HQ.  One of the main reasons for doing
this is to publish the SEC report, which includes the write-ups of what
your group has done, in the monthly MDC Section News.  The purpose for
publishing it is twofold.  One, it will give at least a small shout out to
the listed participants in your local public service events and exercises.
Two, it will put your local ARES group in front of the readers in your
jurisdiction.  Who knows, you may pick up a few members by getting folks
interested in what you do.  The MDC Section News is received by 1777 ARRL
members now, and also posted on club reflectors.  Good PR never hurts!

Jim, thanks in advance for all you will do as SEC in the MDC Section.  And
also a big thank you to all you ECs for what you have done and what you
continue to do to strengthen the communications emergency preparedness in
our section.
