Farren, N0UDF here. I had a Ringo that was exhibiting similarly. Before our KS hurricane, there was wind storm damage last spring that caused me to take that antenna down. If you assembled like I did years ago, then one thing I found was much corrosion on the connectors inside the rubber boots that came in the kit on the cable between the counterpoise and tuning PL 239 socket even though I had used the provided kit grease.

I have a Ringo Ranger II (I think) but it needs to be re-worked as I can't transmit on it due to high SWR.  It's been outside on a mast for about 30 years!  I can still receive VHF on it pretty well.  I think there's another Ringo out in the barn that somebody gave me and I have no idea if it's complete or not.  If nobody else wants these parts I can add them to the Ringo pile in the barn and maybe they'll get used someday.....
