[MCARC] Audio issues resolved on 444.350

I was able to replace the sound card board today and restore AllStar and
Echolink audio to the 444.350 repeater.  At least I had a spare on hand
that I could swap in easily.  I do have a replacement on the way that is
claimed to be more robust and hope to get it installed in a few weeks.
In the mean time the spare should serve us and if not, I can steal the
one off the 2m repeater here.
