Well, in 1993 Oklahoma couldn't.  Might have been the next year that I
went to the state DMV office and got a correct plate.  At that time the
local "tag offices" were contractors and apparently that one I dealt
with couldn't discern an O from a 0.

Since there are a variety of ways to display a 0 in computer fonts, I
fully expect a plate in the future with a simply dot in the center.
