To my knowledge, no, they have not.  It had to be an overpayment because
the ARRL finances are nearly upside down as I understand it.

I reupped a year ago but opted not to pay extra for print QST.  That has
been telling as I've not been bothered to look at the online version for
at least six months.  If they were emailing it to me I'd probably at
least look at it.  Ha!
