I read about it last week and the likelihood is high that these routers
were compromised because the admin interface was exposed to the Internet
instead of the LAN only and the default passwords were not changed.

It really doesn't take too much skill to scan a range of IP addresses
and get a list of interesting devices and then see if they have the
admin interface exposed to the internet and then try known default user
names and passwords.
