Well, yes, but I'd like to avoid that sort of kludge if possible.

I like the Kenwood design in these radios.  Another ham posted that he
seen a similar failure and that it was the FM detector chip but felt he
lacked the equipment to repair it himself.  Since that chip is adjacent
to the squelch noise gate circuitry, it's quite possible this one has
the same failure mode.
