[MCARC] Seneca 715 Repeater

You are correct Nate. I am not well versed on the terminology. I like the
phrase tropo enhancement as that probably explains the repeater here
chirping earlier this week as I would believe the Papillon 715 repeater is
much closer to Seneca than the distance between the 285 machine to Russell
285 machine. Thanks for explaining, but there is still some brain fog.
Technical reading requires me to read multiple times and then hopefully
there is some understanding that happens.
