[MCARC] 147.285 repeater on air for testing!

Well, I finally found enough round tuits and enough ducks got in a row
that the 147.285 repeater is on the air and running from my shack!  At
the moment an 88.5 Hz CTCSS tone is required for access.  If need be,
the tone requirement can be disabled with a touch tone command.

Mike, AC0I, is able to get into it with low power from his station
(outside antenna, I presume).  Other reports are encouraged!
