[MCARC] MS County ARES Net Change

I have replaced the 30 minute announcement that announced the PL tone
with a new announcement that will run on Sundays from 8:30 AM to 8:30 PM
as a net reminder.  We'll see how that works out.

I have started on the 2m repeater project and may get some time this
coming week if the WX forecast is accurate.  When I get it going on a
test basis then we can link the two together via AllStar for the net
which is what I'd like to do when the 2m repeater assumes operation.
