[MCARC] ARRL Library book set

The form is dated 2013 so it would probably be a good idea to check with
HQ if the set is still available.

Also, before ordering it would be a good idea to check with library to
see if they have the room/interest.

If both questions have positive answers, I think we can certainly
purchase this for the library.
