Description:  
	1. Net Control (tactical call "TeamRadioNet") announces a Directed
         Net.
	2. CMCentral lists a message with Net Control for PrinceRoyal, a 
	   previously identified spontaneous treatment site.
	3. Net Control directs CMCentral to contact PrinceRoyal and 
	   send the message.
	4. CMCentral contacts PrinceRoyal and sends the message.
	5. PrinceRoyal acknowledges message receipt with the word "Roger."
	6. Net Control announces a Directed Net.

Example of message transfer procedure:

200. TeamRadioNet:   TeamRadio, this is TeamRadioNet. This is a Directed
                     Net, over.
201. CMCentral:      TeamRadioNet, this is CMCentral. I list One Priority
                     for PrinceRoyal, over.
202. TeamRadioNet:   CMCentral, this is TeamRadioNet. Contact PrinceRoyal
                     and send your message, out.
203. CMCentral:      PrinceRoyal, this is CMCentral, over.
204. PrinceRaoyal:   CMCentral, this is PrinceRoyal, over.
205. CMCentral:      PrinceRoyal, this is CMCentral
