FRS radios  are available very cheaply and do not require study and 
testing for a  license for the GMRS and no license for FRS.  This makes 
them  instantly available to many people for local communications in a 
small  area in a disaster.  The more formal CERTradio/Bill Smith approach 
is  much better for wider disasters as it is "managed" and, because of 
the  high power repeaters, can cover a much larger area.  But it requires  
a ham license and practice to use the protocols.
