[MarinTeams] CERT Radio planning

We started well and got fragmented for reasons.I agree, being on the same page and making it standard or acknowledging what are the protocols we will all use will be helpful.List of call signs and corresponding equipment is also helpful. A weeknight like Thursday evening would work for me.

We have been recognized as part of the Marin Disaster planning process 
and we need to document our operational plans.  I think we need to meet 
and discuss our plans so that everyone is on the same program.
