[MAMS] Band-Plan / MAD

I just looked at the forecast for both mid-Illinois and St. Louis for
tomorrow morning. There is no rain in the forecast for either area. It MAY
be a bit nippy with patchy frost forecast for tonight. But I can deal with
that.

Hepburn does show some sort of enhancement forecast for tomorrow morning
between here and St. Louis. I just hope it develops into something for real.
