[Lowfer] Lowfer SIW QRT for the summer

In like fashion, Lowfer TAG is now off for the season. I intend to make 
some use of the loop antenna for 630 meters while I'm at the Maine QTH. 
Hifer RY is also off until fall, to allow use of the 20 meter vertical 
dipole.
