Update :

I asked a friend who still has Windows 7 on his PC, and, sure enough, Argo V2 does emit that error when run under that 
opsys....
He doesn't have a previous version of Argo installed...
And doing a thorough scan of his PC, no ippSP.dll can be found... maybe there is a conflict with some other 
applications.. or there is a congenital incompatibility with Windows 7...

I asked him to do me a favor, i.e. to install Oracle Virtual Box, and under it install a fresh copy of Windows 7, no 
other applications, and then see if in this configuration Argo V2 works... if not, that would be the proof that it is 
incompatible with Windows 7...

He will do that in the next days, he told me.
