[Lowfer] Lowfer SIW now active

Lowfer SIW was activated this afternoon. As of 0030Z it's coming through 
fine over a 255 mi path to the Penbleton Farms, EN82 kiwisdr receiver.

The schedule is as before:

Tu,Th, Sa, Su - "SIW"is  sent on 185.2993 kHz at QRSS30 rate followed by 
QRSS60 rate, then the cycle repeats

M,W, F - WSPR-15, then Opera32, then visual "SIW" sent each hour on 
185.185 kHz.

Switchover time is 1800Z. Beacon location is grid EN51uq.
