[Lowfer] Beacon WH2XVN

Found beacon WH2XVN active again this morning on 183.4 kHz CW. The 
message sends DM04 as the grid square and can't find 6-digit grid square 
information. The FCC link at https://fccid.report/els/0244-ex-cr-2023/ 
doesn't work. The town of Burbank, CA is more like DM05lm so the beacon 
is probably located elsewhere. Copied quite well using the KPH kiwisdr 
over 300 miles distant. Also copied the signal weakly via the KB6C/6 
kiwisdr only a few tens of miles away. But the similarly distant KJ6EO 
kiwisdr had a strong signal like KPH.
