[Lowfer] More on lowfer SIW

Garry, no visual signs of SIW last night up to around 2 AM local EST. No 
EAR either. But I am handicapped using a wire antenna which works ok but 
not nearly as good as my tuned loop which is off line as I try to figure 
out why it is not performing like it was last season.

So to confirm, WSPR transmissions will resume tonight midnight CST or is 
it 00:00 UTC tonight?
