[Lowfer] Lowfer SJ back on the air

Copied lowfer SJ over night using the VE3HOA kiwisdr and ARGO at QRSS30. 
Frequency drifted as usual at turn on (saw nothing until about 0232Z). 
The signal was quite weak through the night but perked up around local 
sunrise.
