[Lowfer] Lowfer SJ

Lowfer SJ is back on the air. Frequency at turn-on (0200Z) is quite 
unstable but eventually settles in at 185.30375 kHz. At least that's 
what it did overnight. Nicely clear of WH2XXP so hope it stays that way. 
QSB at times but got numerous renditions of the full Morse callsign 
using QRSS30 anyway. Bits of TAG and WH2XXP were in there at times too 
and WM was solid. SIW was down at 185.185 kHz.
