Saw this on a ballooning forum this morning:

"Hi Mike
I would never think of counseling a person to break the law of the land, 
  but I could point out that the ism band (13.56mhz) that does not 
require, a license as far as I know,  may  work tolerably on a 20m 
dipole for some distance, as a temporary measure, till one was not over 
a dreaded restriction zone. The U4B is pretty versatile with frequency 
selection, and the gps on board, could tell it where to switch 
frequencies and modes if required. I do not know the details of UK radio 
law and this scheme may be offensive to the Crown.
