I was browsing this page this evening:

And came across this!:

The above link is for Spectrogram v5.17.

I downloaded it, and it works fine under 64-bit Windows 7 Professional, 
no compatibility modes, just click, and run!  It opens to scan input, 
which I don't recall from 20+ years ago, but I click cancel, and that 
takes me to the default screen, where I can select what to scan/monitor.
