[Lowfer] Lowfer SIW QRV

Lowfer SIW is back on the air, at least at the moment. Had a problem 
firing up in that the K1EL keyer apparently was randomly dropping back 
to command mode. Bob, NK9M, in EN51uq where the beacon is located tried 
starting up with MSG2 instead of MSG1/CMD and that seems to be working. 
The schedule is like last year: M,W,F on 185.185 kHz sending wspr15, 
opera32, visual "SIW", then repeat and T,TH,Sa,Su on 185.2993 kHz 
sending "SIW" at QRSS60, then QRSS30, then repeat. Switchover time is 1800Z.
