[Lowfer] New lowfer TIM

A new lowfer near by (EN61br) has begun transmitting at 188.76 kHz. The 
call sign is "TIM" sent using slow CW. The ground wave is weak here 
given that the path length is only about 35 miles. Also, the frequency 
drifts upward while keyed, especially noticeable on dashes, precluding 
the use of ARGO at narrower bandwidths than perhaps QRSS10.
