I think the term you're looking for, Paul, is "antenna opportunity." I 
actually know of one California ham with an aerostat he intends to use 
someday to reach the 60 m height limit. Perhaps someone else wants to do 
that too, and yet be able to track the balloon if it gets away. ;)
