[Lowfer] New QRSS beacon KE on in NC

I'm surprised KE has had no DX receptions so far.  There was very
little drift overnight, less than half a Hz.  The drift I reported
earlier appears to have been due to battery voltage sag which I
believe was replaced with a power supply.  The current reading is
187.3038.  I believe I could hear the approximately 30 mile groundwave
signal if there wasn't a stronger local noise source about  6 Hz
higher.
