[Lowfer] Lowfer ensemble in NE IL

Got a new sdr to play with, an RSPdx. The internal clock isn't bad in 
terms of stability when you specify "Lock Output Fractional Resampler". 
Nonetheless, I built a 24 MHz clock source locked to GPS to clock it 
externally and got that running last night. Tuned first to the lowfer 
watering hole where WM was sending, then moved to copy EAR, and finally 
JH. It was a quiet night in terms of lightning so everyone came through.
