The latest software that includes WSPR15 is still WSPR-X which the
developers are trying to kill. They have removed the download link
although I and others provide the installation package as needed.

One reason the mode has lacked popularity is that WSPR-X has not been
stable on some computers. I had major issues with it on three different
systems. However, for those who are comfortable tinkering a bit with
files and simple batch scripts, there is a far better way. DL4YHF's
Spectrum Lab software can be used as a front end to record wave files
and call the decoder from the latest WSJ-X (2.1.2) program at decode
time. This is very stable, and the new decoder digs a bit deeper and
does much better with QRM/QRN/QSB than the old one in WSPR-X.
Standard one minute JT9 is included in WSJT-X. JT9-1, 2, 5, and 10 are
supported by SlowJT9:
