I think you are hearing wa4sze in tennessee.  He runs a high power FSK/CW
beacon.  If you have a waterfall display you can visually "decode" the
characters by looking at just one "side" of the signal.  Or use a narrow CW
filter and just listen to one side of the FSK and you can hear the CW
characters.
