Measuring 12 VDC at the end of an open circuited cable doesn't tell you what it's doing under load. IIRC that 0 input impedance preamplifier of the Wellbrook loop drew a fair amount of current. Might be worth further investigation before giving up on it.

Unfortunately, if I recall correctly, the Wellbrook loop preamp is not user
serviceable. If you have 12 volts at the end of the coax at the base of the
loop, and you aren't hearing signals, one must conclude, as you did, that
the issue is in the active preamp. IIRC, it is potted. :-(

I think MFJ sells a similar active receiving loop, probably with a user
serviceable preamp?
