[Lowfer] CORRECTION regarding 2E0ILY-N1BUG QSO

Paul:  You still may be the first U.S. amateur with 2200m Part 97 privileges 
to have made a valid transatlantic 2-way contact with another European 
amateur, Chris, 2E0ILY.  That is an accomplishment and nothing to sneeze at 
for either station and operator.
