[Lowfer] 137 kHz operation

OK, it's up and running. WSPR2 TX and RX finally integrated.
Will leave it go at least overnight.
Moved frequency a bit, now on 137.412. (Dial is 136.0 +1410 ) 
U3S is setup to TX on 2nd minute and every third sequence after that. I hope that duty cycle will allow me to have a better chance of receiving others who might also be using a U3S for TX.  It's a shame the U3S does not have the TX duty cycle randomizer.
