Good question. Others may be able to add to this but what I can tell 
you about current band usage is this:

136.170 - 136.175 European QRSS/DFCW transmit window (including 
trans-Atlantic attempts)

137.400 - 137.600 WSPR and OPERA

137.775 - 137.780 North American QRSS/DFCW transmit window 
(including trans-Atlantic attempts)

As far as I know there is no formal or informal agreement but it 
seems logical to put JT9 for QSOs just below WSPR, probably 137.200 
- 137.400. This would facilitate both WSPR and JT9 being used with a 
dial frequency of 136.000.

Given the above, I would think this makes 136.500 - 137.000 the most 
logical place for CW so as not to disturb existing activity.

Comments, anyone?

Right now activity is so low that I am not sure what one's chances 
of a random QSO are. All QSOs and attempts that I am aware of have 
been prearranged schedules.
