[Lowfer] Transmitting 2200m WSPR again

If perchance anyone is inclined to try some North America daytime
beaconing on 2200 m, I'll be monitoring the band at least some parts of
Saturday and Sunday mornings this weekend.

This summer there's been no point in listening at night in the middle of
the Plains, when neither of the Arizona Part 5 powerhouses nor the PLC
cluster on 137.6 can make it through the QRN. Afternoons are not much
better here this year, as far as that goes; I could only manage seven
decodes of XXP all of Friday afternoon, for instance.

However, mornings are reasonably clear, from about two hours after local
sunrise to solar noon or a little later.
