[Lowfer] Opera32/WSPR15 SNR comparison

Interesting that there's often a significant difference in lowfer SNR
outputs between Opera32 and WSPR-15 software. The latter references the
noise bandwidth to 2500 Hz and the former may be different, but it's
hard to believe it could be that different. Of course it's true that the
results that follow are not for overlapping time periods but rather for
