[Lowfer] [EXTERNAL] UTC random thought

Yes the U.S. has jurisdiction over embassies but the UTC doesn't represent 
the power companies in foreign countries (most of which have LF/MF amateur 
allocation without the need of coordinating with electric utilities).

My appologies to the LF/MF amateurs in Guam, Wake Island, the Northern 
Marianas and the eastern part of the Aleutian islands - they are indeed East 
of the Prime Meridian and it was very thoughtful for the UTC to include 
them.
