[Lowfer] WM Lowfer on the air

I have re-started the WM Lowfer beacon on 185300.5 Hz. It is currently 
sending the WM graphic followed by FSKCW at QRSS30 speed.

I submitted my info to the UTC the evening of Sept 15th and so far have 
not received a denial notice. I plan to put a QRPLabs U3S machine on the 
air in a couple weeks transmitting WSPR into an Ashlock Loop on the new 
bands.
