It seems you can only enter one location at a time, but you can request
both bands at once.  Some seem to have been turned down for one band - but
they don't tell you which - they deny both.  If that happens you may need
to request them one at a time.

I'm not sure if anyone who got denied tried requesting less than the whole
band since PLC systems are narrowband...  might be interesting to see how
that works but may take a lot of trial and error.

I got approved for one location - waiting for the second one since that is
where I plan to usually transmit.
