Certainly isn't licensed for it. This makes me wonder if we've got a
pirate faking calls of legitimate stations. We had a report a few days ago
on the LW Message Board of aural copy of a CW ID "WI2XBY" at the end of a
WSPR transmission, just a few Hz from XND.  (The real XBY is licensed to a
commercial firm and is authorized to run a few pW--yup, picowatts--at
L-band.)
