[Lowfer] Lowfer SIW switch to watering hole

The guidance at http://lwca.org/sitepage/part15/index.htm is not 
correct. Lowfer SIW sends a QRSS30/60 sequence on 185.2993 kHz on 
Tu,Th,Sa, and Su and sends a wspr-15, QRSS25, opera32 sequence on 
185.185 kHz on M,W,F. Switch time is about 1800Z. It just transitioned 
to the lowfer frequency and currently is sending opera32.
