[Lowfer] Testing N8OOU/B on 137155

Mike, nothing seen on 137.155 kHz when I looked in the evening, but ran 
wspr-2 on 136 kHz at times over night and decoded N8OOU there a number 
of times. Activity has really picked up on that band with 6 stations 
decoding here: K3RWR, N8OOU, VE7BDQ, W7IUV, WA9CGQ, and WH2XXP. Missed 
KA7OEI but SWL/K9 decoded that one and WA3TTS has done so previously too.
