[Lowfer] WM Lowfer test

I made a small change in the WM Lowfer this afternoon.  In support of a 
special test request I have changes the ID Format to a FSKCW QRSS - 60 
mode, as well as increased the transmission frequency by 1 Hz.  This is 
a temporary change to measure the ground wave coverage of the beacon.

I will change the beacon back to it's normal mode and freq after dusk here.
