[Lowfer] SIW WSPR15

Garry: Well, I left the wspr15 running overnite on the morning of the 13th
and did not have any sunrise enhancement. It seems that SIW is unreadable
until the night time skywave goes away. The first decode was earlier today
than on the 13th. Now mid winter may be different under very cold and quiet
conditions as that is usually when I get a good QRSS capture on WM at night
which seems to be seven to 10dB down from SIW. But most of the time the
daylight propagation for SIW seems better here.

Who knows, perhaps utility grid transmission line or railroad track
conductors enhance the path from Pitt to Chicago ~:)

It was good to see WSPRnet accept the SIW data this morning...
