[Lowfer] WM Lowfer FD message

I have put a special message on the WM Lowfer which will be sent during 
the Field Day Event. I am sending a short cw message at the start and 
end of a qrss message, which is repeated every 30 minutes.

My other change for this event is I am using a full size Ashlock Loop in 
the trees, using the PA constructed by Bill. It appears to be operating 
in the ballpark described by him in his writings.
