Mike, I'm suspicious about that 5 mW report. I decoded VE7CNF once last 
night too and did get that value, but the night before and many other 
nights the power level decoded as 37 dBm; i.e., the "standard" 5W.

Perhaps Toby just realized he was using a default value and put in the 
real thing. But since his levels have never differed markedly from those 
of VE7BDQ 5 mW doesn't seem right. Guess an email to the op is needed 
for confirm just what the power/ERP are.
