[Lowfer] DGPS shutdown

We reported on the notice for public comment in The LOWDOWN last summer and 
have continued to follow the story after that period ended in November, but 
they've remained very quiet about what they finally decided...if anything. 
As of today, for instance, the USCG NAVCEN page still says the only DGPS 
site terminated this year so far is Cape Hinchinbrook, on the 11th.

I guess we'll have to follow what DXers and end users say in order to know 
in any timely manner when/whether there are shutdowns.
