Oh good grief.  Forget the P and the N, they're only delivering timing (and 
messaging, with the aim of it being a for-profit service). Without the full 
government-funded network of sites, there's neither positioning nor 
navigation--and even if there were, it'd still not be functionally 
equivalent to GPS.  Keeping the rest of the Loran format is something akin 
to bringing back analog TV broadcasting in order to have a backup for 
videotex, but wasting the rest of the bandwidth by sending a meaningless 
test pattern.

Commercial timing and messaging sneaking its way into massive spectrum use 
under the guise of navigation... Beware the stampede of pork barrels ahead.
